When two Des Moines land developers kept bidding against each other for the same property, it only made sense to join together to produce some of the best lots for executive-style homes in Des Moines.  This is how John C. Kline and Randy Walters came together to form The Oaks Development Company in 1992.
The Oaks Development Company, which is named after John C. Kline's and Randy Walters' favorite golf course in Florida, is known for developing large, executive-style lots with large trees and lots of character.  John C. Kline and Randy Walters do not buy land to divide it up.  They take the time to build an executive, first-class community that will attract builders and homebuyers.
